1. Soak and boil horse gram with lot of water and separate water and grind horsegram into paste.
2. Heat oil in a pan and add mustard seeds, cumin seeds, peppercorns, green chillies, dry red chillies, curry leaves and saute it.
3. To it add horse gram, boiled water, tamarind juice, salt, horse gram paste and boil for 10 minutes.
4. Atlast add fresh cream and mix nicely.
5. Now ulava charu is ready to serve with rice.
